{"id":1275,"date":"2013-10-24T19:58:44","date_gmt":"2013-10-24T18:58:44","guid":{"rendered":"http:\/\/www.wp-ra.org.uk\/?p=1275"},"modified":"2013-10-24T19:58:44","modified_gmt":"2013-10-24T18:58:44","slug":"views-from-the-north-cheshire-green-belt-group-on-cwac-local-plan","status":"publish","type":"post","link":"https:\/\/www.wp-ra.org.uk\/?p=1275","title":{"rendered":"Views from the North Cheshire Green Belt group on CWaC Local Plan"},"content":{"rendered":"<p><strong>Green Belt Information Loop &#8230;&#8230;&#8230;..<\/strong>\u00a0<strong>protecting Cheshire&#8217;s rural heritage and charm<\/strong><\/p>\n<p><b>Local Plan<\/b><\/p>\n<p>Local planning authorities must prepare a local plan which sets planning policies in a local authority area, <span style=\"text-decoration: underline;\">this includes setting house building targets<\/span>. \u00a0This is the plan which will inform all future planning applications over the next few years \u2013 it is important therefore that it is as accurate as possible. \u00a0The present position is that the Plan is in \u2018draft form\u2019 and is out for public consultation.<\/p>\n<p>Including the\u00a0supporting reports, the Plan is over 1000 pages\u00a0, took 4 years to prepare, cost\u00a0hundred of thousands\u00a0\u00a0 and unfortunately is presented in such a way\u00a0that the average person will find it difficult to understand.<\/p>\n<p>To summarise though,\u00a0\u00a0 \u00a0CWaCC are proposing to build 22,000 houses across Cheshire West over the next 20 years (5,500 of these in Chester). \u00a0However &#8230; population projections from the Government (DCLG) indicate this figure across the Borough should be only\u00a0\u00a010,000\u00a0. \u00a0The Council, in\u00a0proposing to set\u00a0these much higher than needed housing targets,\u00a0are suggesting we are going to have a great flurry of growth and the generation of 14,000 new jobs over and above finding work for the current 22,000 currently unemployed in the Borough. \u00a0Dreams of a megalomaniac \u2013 wonder who that might be?\u00a0 Incidentally, the\u00a0 plan \u00a0 fails\u00a0 to take into account all the empty homes and the sites where there is already planning permission but the houses have not been built yet\u00a0\u00a0.\u00a0over 6,000\u00a0(this incidentally is because nobody can afford to buy them!)<\/p>\n<p>As I think everybody must know by now &#8230; the impact of setting housing targets above practical achievable levels will\u00a0encourage the release of\u00a0\u00a0more and more\u00a0countryside\u00a0,\u00a0\u00a0 unnecessarily for development \u2013 the developers will go for this type of land first because it is cheap to buy (although a lot of Chester\u2019s Green Belt \u00a0already has options already on it from the big builders) and it yields the biggest profits.\u00a0 Land like this should ONLY go as an absolute last resort when everything else has been used up.<\/p>\n<p>It is vital that as many people as possible get involved with it \u2013 and there is a page of the Council\u2019s website where you can have your say! <b><a href=\"http:\/\/www.cheshirewestandchester.gov.uk\/PDF\/Publication%20Draft%20Local%20Plan%20Representation%20Form.pdf\">[LOCAL PLAN REPRESENTATION<\/a>]<\/b><\/p>\n<p><b>THERE IS A DEADLINE<\/b> to get in your representations \u2013 this is the\u00a01st November. \u00a0\u00a0Unlike some Council surveys however, where people wonder whether their views are ever read, all representation received for this will have to be personally presented to the Government\u2019s Planning Inspector who will look at it.<\/p>\n<p>Our \u00a0conclusion is that this plan\u00a0\u00a0\u00a0is \u00a0a confidence trick\u00a0 to release certain parcels of land across the Borough\u00a0\u00a0\u00a0The way the plan is constructed serves to confuse and\u00a0there is no trail on how these figures have been arrived at. Interestingly the ruling group have pushed this not fit for purpose draft forward<\/p>\n<p>Somewhere in\u00a0\u00a0our\u00a0 Authority there seems an obsession with promoting the interests of developers rather than a balanced approach to include the views of the community for a reasonable number of new dwellings\u00a0 to be developed,\u00a0 based upon actual need.\u00a0\u00a0\u00a0Through a trick of\u00a0presentation of the figures\u00a0\u00a0they\u00a0have\u00a0\u00a0attempted\u00a0 to\u00a0\u00a0say\u00a0 that there is a shortage of\u00a0\u00a0building\u00a0land in Chester thus\u00a0requiring the \u00a0release\u00a0\u00a0of \u00a0a tranche of\u00a0\u00a0valuable\u00a0GREEN BELT to the south of the city by Wrexham Road. The case for this has not been proved. We ask the question why would someone in the Authority be so keen as to want this Green Belt land releasing<\/p>\n<p><strong>Ask your self the questions:<\/strong><\/p>\n<p>Who has an interest in this Mannings Lane land ?&#8230; It is owned by Mannings Lane Development. I understand the Bells have a 12.5% holding each in this company<\/p>\n<p>Likewise ask yourselves about the ownership of the Wrexham Rd Green Belt site ? Who owns the land ? Have the boundaries and one or two fields added or changed recently?
